    • No stability adjacency with Districts that don't have these 4 tags, including Commons Quarters themselves.
    • If an Emblematic District can act as more than one generic Districts, then every District type tag will no longer count. For instance, a Commons Quarter next to a Cothon will have +5Stability instead of +15, BUT when calculating the optimal position that the game recommends you to place a commons quarter to gain its full benefit it will still treat unique districts with multiple types as multiple sources of stability when in fact they are not. Be mindful of this before deciding your commons quarter placement.
