The Congress is the Emblematic District specific to the Chinese. It is a constructable District that generates and most effective in Cities with multiple adjacent Market Quarters.

The concept of the Congress is based on the unicameral legislature system of People's Republic of China, called People's Congress. Every administrative level has its own People's Congress, with the highest one (National People's Congress) being the highest legislature of PRC.
The in-game appearance of the Congress is based on the Great Hall of the People in Beijing, the meeting place of the National People's Congress.
