All Cities and or Outposts will have a list of items displayed on the right-side panel, which can be finished/completed through the Construction Queue of the city or the outpost; these items are collectively known as Constructibles.
There are three ways to finish or complete the Constructibles:
- Build with Industry;
- Buyout with Money;
- Buyout with Population.
Strategic Resource Requirements[]
For Constructibles that require Strategic Resources to be built or bought out, a single copy of each of the required resources will be enough to unlock construction. However, falling short of the requirement will make it inefficient as each missing copy increases the Industry cost. This also affects the Money cost of upgrading Units as it is based on the Unit's Industry cost.
The following formula describes the percentage increase on the base Industry cost of a Constructible per missing resources, where all required and missing Strategic Resources are summed for the calculation regardless of specific type of resource:

C = (M / R) * 1
M = Total Missing Resource Accesses
R = Total Required Resource Accesses
C = Effective Cost Increase Ratio
For example, without any other bonuses or penalties taken into account, the total cost of a Constructible with a base cost of 100 Industry that requires 2Iron and 2Horse to be built (total of 4 required resource accesses):
- If you have at least 2Iron and 2Horse, its total cost will be unchanged at 100 Industry ((0/4)*1 = 0)
- If you have at least 2Iron and only 1Horse (or vice versa), its total cost will be increased by 25% to 125 Industry ((1/4)*1 = 0.25)
- If you have 1Iron and 1Horse, its total cost will be increased by 50% to 150 Industry ((2/4)*1 = 0.5)
- If you have 0Iron or 0Horse you cannot build (or upgrade to) this Constructible
Outpost Constructibles[]
Every regular Outpost can produce the following Constructibles in their own Territory, costing Influence to purchase:
- Artisans Quarter
- Harbor and their emblematic replacements
- Strategic Resource extractors
In addition, regular Outposts can also be upgraded into Cities, via Influence purchasing a City Creation Project:
- City Creation (Ancient Era, no technology required)
- Colony Model (Medieval Era with Feudalism technology)
- Colony Plan (Early Modern Era with Three-Masted Ship technology)
- Colony Blueprint (Industrial Era with Steam Engine technology)
- Colony Grid (Contemporary Era with Civil Engineering technology)
City Constructibles[]
Every City can produce the following Constructibles in their own Territories, either costing Industry to build, or costing Money or Population to buyout:
- Shared Project - Can be only buyout via
- District
- Infrastructure
- Units - Cannot be buyout via , but will cost
- Public Ceremony (also known as Repeatables)
- Planting Forest
- Clearing Ruins
