As part of diplomacy, when an Empire's choices create a situation that is deemed offensive or otherwise unacceptable by another, a Grievance will be generated for the other Empire.

Grievances can be Renounced to maintain positive relations between two Empires, or be pressed as a Demand, to request a compensation appropriate to the Grievance. Each Grievance will grant a one time +5War Support; and if not doing anything with it, the Grievance will expire in the next 10turns. Unlike Reputation Badges Grievances expire at 0turns.

Demands, or pressed compensations for Grievances, are usually about transferring the control of a border Territory, paying a sum of Money, changing a civic or state religion, joining a war, etc. Demands can be accepted, refused/withdraw, or defused; an unsettled ongoing Demand will cause an embargo, suspending the trade between the Empires.

  • Demand the grievance
  • If you have more demands than the opponent you gain +3War Support per turn

Withdraw your Demands[]

  • Gain +5War Support per demand
  • The opponent's demands remain active and they will gain +3War Support per turn
  • The opponent's demands cannot be refused until you activate a new grievance
  • Your unused grievances are not lost

Refuse their Demands[]

  • Only possible if you also have demands
  • The opponent gains +5War Support per demand
  • The opponent is forced to either withdraw their demands or declare war/break the Alliance

Accept their Demands[]

  • Gain +10War Support per accepted demand
  • Fulfill the demand terms
  • Your demands are lost with no benefit
  • Your unused grievances are not lost
  • Return to a stable diplomatic state

Propose Defusal[]

  • Only possible when both empires have demands
  • Both empires withdraw their demands
  • Unused grievances are not lost
  • Return to a stable diplomatic state

  • Unique Grievance unlocked by an Expansionist empire using the Under One Banner ability to annex a Territory.
Give the said Territory
At Peace with my Enemy Empire A is at peace with an Empire which Empire B is at war with. Declare war on the said Empire
At War with Ally Empire A is at war with an Empire that Empire B is allied with. Surrender to the said Empire
Attacked Me Empire A attacked one of the Empire B's Units/Armies.
  • Happens when the Military Accords Treaty of both Empires is at Tolerate Skirmishes.
  • Attacks during a war don't count towards this Grievance.
Give a sum of Money
Claimed a Territory on my Border Empire A claimed a Territory adjacent to one of the Empire B's attached Territories. Give the said Territory
Destroyed my Outpost Empire A ransacked Empire B's Outpost. Give a sum of Money
Heresy Empire A has a different State Religion than Empire B.
  • Unique Grievance unlocked by the Religious Hostility civic choice of Religious Tolerance civic.
Convert to the said Religion
Holy Site Empire A and Empire B have different State Religion, and Empire B controls a Holy Site of Empire A's Religion. Give the said Territory
Opium of the Masses Empire A's Territory is under the influence of Atheism, and Empire A is not Secular or Atheist.
  • Unique Grievance unlocked by the State Atheism civic choice of Irreligion civic.
  • Invalid if Empire A chose Secularism for Irreligion civic.
Oppressing my People Empire A's Territory is under Empire B's cultural influence. Give the said Territory
Oppressing the Faithful Empire A's Territory is under the influence of Empire B's State Religion, and Empire A is not Secular.
  • Invalid if Empire A chose Secularism for Irreligion civic.
Covert to the said Religion
Refused Civics Osmosis Empire A refused a petition to enact Empire B's Civic choice.
  • Only refusing Civics with a global diplomatic effect - civics that are marked by a globe symbol - will trigger this Grivenance.

Stole my Independent People Empire A annexed the City of an Independent People that Empire B was the patron of. Give the said City (Territory)
Stole my Natural Wonder Empire A claimed a Territory containing a Natural Wonder that Empire B had discovered first. Give the said Territory
Stole my Population Empire A used the Agrarian affinity to siphon away Empire B's Population.
Stopped Trade Empire A's diplomatic or army action caused a Trade Route of Empire B to be destroyed. Give a sum of Money
Surrendered to my Enemy Empire A and Empire B are allied, and Empire A surrendered to or made peace with an Empire which Empire B is at war with.
Treaty Proposal Refused Empire A refused Empire B's Treaty proposal.
  • This Grievance would still be active even if Empire A proposes the same proposal to Empire B later on and Empire B accepted.
Accept the said Treaty
Trespassing An army of Empire A is trespassing a Territory of Empire B.
  • Happens when the Border Policy Treaty of both Empires is at Closed Borders, and Empire A's Army moved into Empire B's border.
  • Crossing borders during a war doesn't count towards this Grievance.
  • Expansionist cultures, despite having the Ambition ability, would still receive this Grievance when trespassing.
